Purpose:

This policy is intended to support students and employees who may have an occasional unforeseen event and need to be on campus with their child(ren). This is intended to allow for a Non-CCP Minor to be on campus if there is no disruption to the learning and working environments, and the Non-CCP Minor is in a safe area free from hazards, and confidentiality is not compromised.

Definitions:

  • CCP Minor: Person under the age of 18 who is an enrolled Community College of Philadelphia student.
  • Non-CCP Minor: Person under the age of 18 who is not an enrolled Community College of Philadelphia student.
  • Parent/Guardian: A Community College of Philadelphia employee or enrolled Community College of Philadelphia student who is the parent or guardian of a Non-CCP Minor.

Non-CCP Minors are not to be brought to the workplace, classrooms, or campus, except for College-sanctioned events, College-sponsored activities specifically developed for the inclusion of the presence of children, or under special circumstances as outlined in this policy.

At times when schools are closed or normal childcare arrangements cannot be used, Parents/Guardians are asked to make alternate arrangements for childcare.

For employees, if it is not possible to secure alternate childcare arrangements, employees may bring their own Non-CCP Minor(s) to work if a brief exemption is approved in advance by their direct supervisor, and if appropriate arrangements can be made for the Non-CCP Minor to be appropriately supervised by the employee in a safe, confidential, and non-disruptive area.

To prevent disruption of the learning process, students are discouraged from bringing their Non-CCP Minor(s) to class when in session. Faculty members may make exceptions to allow a student’s Non-CCP Minor(s) in the classroom on a case-by-case basis, provided that the learning process is not disrupted. Exceptions may not be made, however, for laboratory or culinary classes. At no time are Non-CCP Minors permitted to attend such classes.

Students may bring their Non-CCP Minors to campus for brief visits with resource offices, faculty office hours, and support programs such as counseling, advising, the Learning Commons, financial aid, Single Stop, support coaching, or similar offices, provided that services are not disrupted.

Except for College-sponsored activities specifically developed for the inclusion of the presence of children, under no circumstances are Non-CCP Minors allowed in areas which may pose a hazard, including but not limited to instructional laboratories, laboratory prep areas, culinary arts kitchen spaces, the gym, or administrative service areas (e.g., the mail room, craft shops). Non-CCP Minors must be supervised by adults at all times when in such areas. During College-sponsored activities which include the presence of children, at least two adults must be present at all times to supervise Non-CCP Minors. Adults (other than the Non-CCP Minor’s Parent/Guardian) may not bring Non-CCP Minors to any private area (e.g., restroom, locker room, storage room) without the presence of another supervising adult. Non-CCP Minors are not permitted in areas where confidential student or employee information is being discussed or in locker rooms unless the locker rooms are closed for their exclusive presence and use.

Parent/Guardians are responsible for their Non-CCP Minors at all times and must supervise their Non-CCP Minors at all times, including escorting their Non-CCP Minors while in restrooms. To ensure safety, Non-CCP Minors must not be left unattended on College property. If a Non-CCP Minor is being disruptive, the employee or other point of contact in this area may address the disruption with the Parent/Guardian. If this is not effective, the employee or point of contact for this area may contact Public Safety, and Public Safety will have the sole discretion to determine if the Parent/Guardian and Non-CCP Minor need to leave College property.

Non-CCP Minors enrolled in the Junior STEM Academy are to follow the program policies as outlined in the Parent Welcome Packet and CATC STEM Summer Camp Procedure, including camp pick-up, according to the Authorized Release Form

The College assumes no liability for any injury incurred by Non-CCP Minors while they are on College property.

CCP Minors are exempt from this policy.
