Community College of Philadelphia has several types of transfer agreements with West Chester University of Pennsylvania: dual admissions, core-to-core and program-to-program. To benefit from any of these Agreements students must earn an appropriate associate degree before transfer. These Agreements are not exclusive of one another and can complement one another.
Dual Admissions
West Chester University and Community College of Philadelphia have developed a dual admissions Agreement. This Agreement is designed to assist students who earn an appropriate associate degree to transfer to West Chester University. West Chester University guarantees admissions on the condition that students meet all the requirements.
Admissions into a particular major is not guaranteed. Upon transfer, students earn junior standing for matching majors. Support and financial incentives, including scholarship awards, are built-in to offer students the best opportunity for success.
Dual Admissions Eligibility
Students who do not qualify for dual admissions, are still eligible to transfer to West Chester University through Guaranteed Admissions or the Statewide Transfer Agreement. Please review the list of approved programs below and visit with a Community College of Philadelphia academic advisor or counselor for further assistance.
Guaranteed Admissions
Community College of Philadelphia graduates not eligible for dual admissions will still be guaranteed admissions into a parallel bachelor’s degree program in an equivalent field of study provided that they:
- Earn an appropriate associate degree
- Wubmit West Chester University’s admissions application three months prior to the start of the intended semester
- Submit all required materials including but not limited to a non-refundable application fee, official Community College of Philadelphia transcripts, and if applicable other post-secondary transcripts and
- Meet all University, degree, major, and GPA requirements noted in the West Chester University Admissions Criteria chart below.
Qualified Community College of Philadelphia graduates who submit an admissions application after three months prior to the start of the intended semester, will be admitted to the University’s parallel bachelor’s degree program in an equivalent field of study as determined by capacity or space availability.
Students who submit a West Chester University dual admissions intent form will have their application fee waived.
Program-to-Program
These are Agreements in which an entire curriculum or program of study is accepted, so graduates of these specific associate degree programs transfer with advanced standing to a matching specific bachelor's degree program at West Chester University.
Statewide Transfer Agreement
Students who are not eligible to pursue dual admissions are still eligible to benefit from the Statewide Transfer Agreement.
As one of Pennsylvania's public universities within the Pennsylvania State System of Higher Education (PASSHE), West Chester University is a member of the Pennsylvania Statewide Transfer System, dedicated to accepting the transfer of Associate of Arts (A.A.) and Associate of Science (A.S.) degrees into parallel baccalaureate programs with full junior standing, recognizing all the competencies attained within the associate degree programs. The associate degree may integrate courses to satisfy part of a 30-credit framework.
To benefit from this program-to-program agreement, students must earn one of the following associate degrees before transfer.
- Art and Design
- Biology
- Business-Accelerated or Business-General
- Chemistry
- Communication Studies
- Computer Science
- Education (birth - 4th grade)
- English
- Mass Media
- Mathematics
- Psychology
Students are encouraged to visit www.pacollegetransfer.net to explore transfer opportunities with institutions that participate in the Statewide Transfer System and to view Community College of Philadelphia courses that are part of the 30 credit framework mentioned above. Courses from the 30 credit framework are recommended to be integrated into a student's degree program at Community College of Philadelphia.
Students who complete the requirements of Pennsylvania Statewide Program-to-Program Agreements as well as West Chester University admission and progression requirements, will be admitted with full junior standing in a parallel major and shall not be required to satisfactorily complete more than 60 credits to earn a 120 credit baccalaureate degree.
Core-to-Core (Academic Passport)
Additionally, the Pennsylvania State System of Higher Education institutions recognize that students who transfer from Community College of Philadelphia with an Associate of Science or an Associate of Arts degree:
Shall have satisfied the general education requirements at the receiving university. Exceptions may be made for the following, provided that these exceptions do not extend the student’s time to the degree: (a) One signature general education course (up to 3 credits), if applicable; (b) Any prescribed general education course required for the major, if not satisfactorily completed; (c) General education overlays satisfied in advanced courses in the major. (PASSHE Transfer policy.)
At West Chester University of Pennsylvania, the benefits of core-to-core are called "Academic Passport." In this, West Chester University of Pennsylvania agrees to accept the general education embedded in Community College of Philadelphia's Associate in Arts (A.A.), Associate in Science (A.S.) and Associate in Applied Science (A.A.S.) degrees as meeting all the requirements of its undergraduate General Education requirements except for one Diversity course (3 credits).
This core-to-core agreement applies to all Community College of Philadelphia graduates earning A.A., A.S. or A.A.S. degrees. Core-to-core transfer does not alter the requirements of the student's major field of study.

Dual Admissions Eligibility
West Chester University welcomes applicants to the Dual Admissions Program in order to facilitate the transfer of students from Community College of Philadelphia to West Chester University with third-year (junior) status for the purpose of entering a bachelor’s degree program.
To be eligible for this program, students must:
- Submit a dual admissions intent form before earning no more than 30 graded college level credits (grades of A, B, C, D, F) from Community College of Philadelphia or any other college/university. Once a student has completed this form, they are strongly encouraged to contact a West Chester University admissions representative and meet with a Community College of Philadelphia academic advisor or counselor to develop a course-taking strategy.
- Complete West Chester University’s admissions application no later than three months prior to the start of the intended semester of matriculation at West Chester University and satisfy all other regular West Chester University admissions requirements. Dual Admissions is intended for a seamless transfer, so unless the academic major requires additional admissions requirements such as a music audition or art portfolio, Community College of Philadelphia students will not have to submit standardized tests, an essay, letters of recommendations or an interview for admissions.
- Graduate from Community College of Philadelphia with an Associate in Arts (A.A.), Associate in Science (A.S.) or Associate in Applied Science (A.A.S.) degree in one of the approved programs listed below.
- Earn a minimum 2.0 final cumulative Community College of Philadelphia GPA or the minimum GPA and additional requirements required for the specific West Chester University program of interest noted in the West Chester University Admissions Criteria chart below.
- Enroll directly to West Chester University within one year of completing an associate degree program of study from Community College of Philadelphia and not attend another institution between graduation and attendance at West Chester University.

Note:
- Students who have previously been matriculated to West Chester University are not eligible for the West Chester University dual admissions program but are encouraged to apply as a readmission student.
- Students not eligible to pursue dual admissions are still eligible to benefit from Guaranteed Admissions and/or the Statewide Transfer Agreement.
- There is no obligation on the part of the dual admissions student if they decide not to transfer to West Chester University.
- Under this Agreement, Community College of Philadelphia graduates are not required to submit standardized tests, admissions essays, letters of recommendations, or participate in an interview to be admitted to West Chester University unless otherwise required for the specific program. Some programs may also require additional information such as a music audition or art portfolio.
- Students are responsible for sending West Chester University official transcripts from ALL attended institutions. Developmental courses are not eligible for transfer.
- Students who earned college-level credits via prior learning methods such as AP (Advanced Placement), CLEP (College Level Examination Program), IB (International Baccalaureate Program), and DSST (DANTES (Defense Activity for Non-Traditional Education Support) Subject Standardized Tests, are not required to submit an official transcript to West Chester University if the credits are posted to CCP’s official transcript. Any additional credits that were completed while matriculated at another post-secondary institution will require an official transcript from that institution submitted to the Office of the Registrar for review. Courses with a "CR" (credit by exam) grade will not transfer to West Chester University.
- For Community College of Philadelphia courses to transfer to West Chester University, a minimum grade of D must be earned. Courses with “D” grade may not fulfill major requirements. To further clarify, a course with a “D” grade will transfer and be applied for graduation requirements but may not fulfill major requirements. A student with a grade of D may be required to repeat the course if grades of C of higher are required for major coursework or eligibility to take a course in a sequence requires a C or higher in the required pre-requisite course.
- Grades received in courses taken at other institutions are not calculated in the West Chester University cumulative grade point average. Only the credits are transferred. Students must also meet all minimum grade requirements in courses they wish to have transferred toward their major and/or minor requirements.
- Up to 90 college level credits will transfer to West Chester University. Students must earn at least 30 of the last 60 credits at West Chester University with at least half of the major coursework at West Chester University.
- While this Agreement is intended to encourage a seamless transfer, should a student indicate that they were/are subject to disciplinary action at Community College of Philadelphia or a previously attended institution of higher education, additional documents will be required and an interview with West Chester University Admissions may be requested.
- West Chester University does not ask for criminal history information on the application for admission. However, certain criminal conduct may prohibit students from obtaining campus housing. Additionally, some criminal and non-criminal criminal conduct may render students ineligible for professional licensure, to complete certain degrees, and/or prohibit them from becoming employed in certain professional fields.
- Students who do not complete an appropriate associate degree or who have pursued a Community College of Philadelphia associate degree study other than those designated in this Agreement and who wish to transfer to West Chester University will not be granted automatic admission under this Agreement. These students are welcome to apply to be considered for admissions on an individual basis; credits will be evaluated on a course-by-course basis.
West Chester University Admissions Criteria
Students must meet all West Chester University admissions requirements, including grade point average for their intended major as some majors require special standards and GPA requirements for admission.
Advantages of Dual Admissions
Students who submit a West Chester University dual admissions intent form are eligible for the following benefits:
- Application fee to West Chester University will be waived.
- Conditional offer of admissions into approved parallel majors regardless of capacity.
- Scholarship for dual admissions students enrolled full-time (12 or more credits).
- Guaranteed Housing upon enrollment at West Chester University’s Main Campus.
- Informational meetings with West Chester University staff at West Chester University’s campus and Community College of Philadelphia main campus for assistance in matriculating to West Chester University.
- Proactive communications from the West Chester University admissions and transfer team during the admissions and enrollment process.
Housing
- Community College of Philadelphia dual admissions students interested in living on West Chester University’s main campus will be guaranteed housing upon enrollment at West Chester University’s main campus, provided that the student notifies the Office of Admission at least three (3) months prior to enrollment and submits the Housing Application and required information by the applicable deadline.
- Exceptions to guaranteed housing include national, state, or regional crises or natural disaster such as a pandemic, flood, or other such situation.
- Certain criminal conduct may prohibit students from obtaining campus housing. Students interested in campus housing will be asked questions about specific conduct and the resulting information used to determine eligibility due to applicable statutes, regulations, and university policies.
- The West Chester University Philadelphia location does not provide on-campus or University-affiliated student housing.
Scholarships and Financial Aid
Main Campus Dual Admissions Scholarship - $2000
Community College of Philadelphia dual admissions students who earn an approved associate degree and enroll full-time (12 or more credits) at West Chester University’s main campus will receive a $2000 per academic year scholarship ($1000 per semester).
- The scholarship is awarded for fall and spring semesters only. Scholarships may be renewed each year for up to two consecutive years for undergraduate study, contingent upon the student remaining in good academic standing at West Chester University with a 2.0 cumulative GPA.
- Students must be working to attain their first baccalaureate degree.
West Chester University Philadelphia location - Tuition Discount
All students enrolled in programs that are part of the West Chester University Philadelphia location (at 701 Market St, Philadelphia, PA 19106) receive a 10% tuition discount and reduction in general fees. This applies to full and part-time student status.
- Students seeking transfer to the Philadelphia location do not qualify for dual admissions or transfer scholarships.
Financial Aid
All Community College of Philadelphia students who transfer to West Chester University will be reviewed for need-based aid regardless of participation in dual admissions.
- Prior to matriculation at West Chester University, the West Chester University Financial Aid Office team will provide financial aid assistance and counseling to Community College of Philadelphia students in support of their educational goals. This will include advice about applying for financial aid including grants and other self-aid such as employment or loans.
- West Chester University agrees to treat Community College of Philadelphia students in the same manner as other West Chester University students of equal class standing when applying for financial aid and in the award and distribution of funds, subject to appropriate regulations.
- Students are strongly encouraged to complete the Free Application for Federal Student Aid (FASFA) before February 1st each year to determine if they are eligible for a state grant.
