View Institution Transfer Agreement

Community College of Philadelphia has three types of transfer agreements with Cheyney University: dual admissions, core-to-core and program-to-program. To benefit from any of these Agreements students must earn an appropriate associate degree before transfer. These Agreements are not exclusive of one another and the Agreements can complement one another.

Dual Admissions

Cheyney University and Community College of Philadelphia have developed a dual admissions Agreement. This Agreement is designed to assist students who earn an appropriate associate degree to transfer to Cheyney University. Cheyney University guarantees admissions on the condition that students meet all the requirements.

Admissions into a particular major is not guaranteed. Upon transfer, students earn junior standing for matching majors. Support and financial incentives, including scholarship awards, are built-in to offer students the best opportunity for success.

Dual admissions eligibility

Students who do not qualify for dual admissions, are still eligible to transfer to Cheyney University. Please review the list of approved programs below and visit with a Community College of Philadelphia academic advisor or counselor for further assistance.

Program-to-Program

These are Agreements in which an entire curriculum or program of study is accepted, so graduates of these specific associate degree programs transfer with advanced standing to a matching specific bachelor's degree program at Cheyney University.

Statewide Transfer Agreement

Students who are not eligible to pursue dual admissions are still eligible to benefit from the Statewide Transfer Agreement.

As one of Pennsylvania’s public universities within the Pennsylvania State System of Higher Education (PASSHE), Cheyney University is a member of the Pennsylvania Statewide Transfer System, dedicated to accepting the transfer of Associate of Arts (A.A.) and Associate of Science (A.S.) degrees into parallel baccalaureate programs with full junior standing, recognizing all the competencies attained within the associate degree programs. The associate degree may integrate courses to satisfy part of a 30-credit framework.

To benefit from this Statewide Transfer program-to-program Agreement, students must earn an appropriate associate degree in any of the following Community College of Philadelphia programs before transfer.

  • Art and Design
  • Biology
  • Business-Accelerated or Business-General
  • Communication and Media Studies
  • Education (birth to 4th grade)
  • English
  • Mathematics
  • Psychology

Core-to-Core

Cheyney University agrees to accept the General Education embedded in Community College of Philadelphia’s Associate in Arts (A.A.) and Associate in Science (A.S.) as meeting all the requirements of its general education. 

This is in line with Pennsylvania State System of Higher Education (PASSHE) Policy 1999-01-A: The Student Transfer Policy:

Shall have satisfied the general education requirements at the receiving university (in this case, Cheyney University). Exceptions may be made for the following, provided that these exceptions do not extend the student’s time to the degree: (a) One signature general education course (up to 3 credits), if applicable; (b) Any prescribed general education course required for the major, if not satisfactorily completed; (c) General education overlays satisfied in advanced courses in the major. (PASSHE Transfer policy.)

Students are encouraged to ask the Cheyney University admissions representative about this policy and about a possible signature course required upon transfer to Cheyney University. This benefit is not limited to students who participate in dual admissions.

Dual Admissions Eligibility

Cheyney University of Pennsylvania welcomes applicants to the Dual Admissions Program in order to facilitate the transfer of students from Community College of Philadelphia to Cheyney University with third-year (junior) status for the purpose of entering a bachelor’s degree program.

To be eligible for this program, students must:

  • Submit a dual admissions intent form before earning no more than 45 graded college level credits (grades of A, B, C, D, F) from Community College of Philadelphia or any other college/university. Once a student has completed this form they are strongly encouraged to meet with a Cheyney University admissions representative and a Community College of Philadelphia academic advisor or counselor to develop a course taking strategy.
  • Complete the Cheyney University admissions application and process by July 1 for fall admission and December 1 for spring admission.
  • Graduate from Community College of Philadelphia with an Associate in Arts (A.A.), Associate in Science (A.S.) or Associate in Applied Science (A.A.S.) degree in one of the approved programs listed.
  • Achieve a minimum Community College of Philadelphia cumulative grade point average (GPA) of 2.0 within an associate program of study (or a 3.0 in Education and 3.25 for Honors Academy). 
  • Enroll directly to Cheyney University within one year of completing an associate degree program of study from Community College of Philadelphia and not attend another institution between graduation and attendance at Cheyney University.

NOTE:

  • Students who have previously been matriculated to Cheyney University are not eligible for the Cheyney University dual admissions program, but are encouraged to apply as a transfer or readmissions student to Cheyney University.
  • There is no obligation on the part of the Dual Admissions Community College of Philadelphia student if the student decides not to transfer to Cheyney University. 
  • Transfer credit will be awarded for courses with a grade of “C” or above for any and all courses transferred to Cheyney University. Provisional acceptance of “D” grades may be awarded based on individual review. Developmental courses are not eligible for transfer.
  • Students are responsible for sending Cheyney University official transcripts for evaluation of credit from Community College of Philadelphia or any other institutions attended, including military transcripts. Credit will also be awarded for AP, CLEP, etc. with appropriate documentation. 
  • The maximum number of semester hours that can transfer to Cheyney University is 90 credits. Students enrolled in an undergraduate program of study at Cheyney University are required to complete a minimum of 30 credits at Cheyney University including at least half of the requirements in the major or area of specialization.
  • A full-time student admitted with third-year (junior) status to Cheyney University will be able to complete most bachelor's degrees at Cheyney University within four regular (fall/spring) semesters provided the student completes the appropriate associate degree program at Community College of Philadelphia and completes the appropriate sequence of their remaining course work at Cheyney University.
  • Students wishing to transfer to Cheyney University's "Pre-K to 4" Teacher Education Program must earn at least a 3.0 final cumulative GPA regardless of dual admissions status.
  • Cheyney University guarantees that all credits from Community College of Philadelphia programs of study approved for this Agreement will fulfill general education, elective or major requirements in the corresponding Cheyney University major that the Community College of Philadelphia transfer student wishes to pursue. 
  • Students who have pursued a Community College of Philadelphia associate degree study other than those designated in this Agreement or who do not earn the associate degree in the designated curricula and who wish to transfer to Cheyney University may still be considered for admissions on an individual basis and their credits will be evaluated on a course-by-course basis.
  • Students who are not eligible to pursue dual admissions are still eligible to benefit from core-to-core and the Statewide Transfer Agreement.

Advantages of Dual Admissions 

Students who participate in dual admissions are eligible for the following benefits:

  • Application fee to Cheyney University will be waived.
  • A unique financial incentive for Community College of Philadelphia students who submit a Cheyney University dual admissions intent form and follow the conditions of dual admissions as per this Agreement.
  • Scholarships for Community College of Philadelphia students who enroll full-time (12 or more credits a semester) or part-time (6 to 11 credits a semester) with a minimum cumulative 3.0 Community College of Philadelphia GPA.
  • Informational meetings with Cheyney University staff at Cheyney University and at Community College of Philadelphia for assistance in matriculating to Cheyney University.

Scholarships and Financial Aid

Dual Admissions Financial Incentive

Community College of Philadelphia students who submit a Cheyney University dual admissions intent form and who meet the conditions of dual admissions as per this Agreement will receive a laptop or appropriate technology resources to help with their learning journey at Cheyney University.

Academic Scholarships

Cheyney University will award academic scholarships to qualified Community College of Philadelphia graduates based on their final cumulative Community College of Philadelphia GPA as noted below. These scholarships are not limited to dual admissions students and are based on available funding. 

Full-time at Cheyney University – enrolled in 12 or more credits a semester

  • 3.65 to 4.0 final Community College of Philadelphia GPA will receive the Keystone Scholarship (worth up to $18,500 based on availability) 
  • 3.0 to 3.64 final Community College of Philadelphia GPA will qualify for provisional Scholarships based on scholarship availability.

Part-time at Cheyney University – enrolled in 6 to 11 credits a semester

  • 3.0 or higher final Community College of Philadelphia GPA will receive scholarship and an unmet needs counseling from Cheyney based on availability and student needs. 

To qualify for an academic scholarship students must:

  • Be Pennsylvania residents;
  • Complete their Cheyney University admissions and financial aid process and confirm their intention to attend Cheyney University no later than July 1 for fall semester students and December 1 for spring semester students. Applications submitted after these dates will be considered only if scholarship support is available.

Once enrolled at Cheyney University, the scholarship may be renewed each year contingent upon the student upholding all obligations and requirements of the scholarship including maintaining a minimum semester and cumulative grade point average of a 3.0 and continuing progress towards the degree (enrolling full-time and satisfying curricular requirements within the chosen course of study).

Students who are admitted into the Cheyney University Honors Academy and are recipients of the Keystone Scholarship must uphold all obligations of honors membership, including:

    • Satisfaction of the honors curriculum after a course taking strategy is established, including earning at least 6 “honors” credits each semester,
    • Presenting at the annual honors conference,
    • Participation in honors community events and activities, including providing community service, and
    • Upholding the student code of conduct.

The scholarship may only be renewed for the number of semesters required for a student to complete the bachelor's degree requirements at Cheyney University

All Community College of Philadelphia graduates must complete the FAFSA and the Cheyney University Financial Aid process. The Keystone Scholarship provides one package to all qualifying students - the program covers tuition, fees, room and board. The scholarship is calculated as a last dollar award and is applied to a student’s account after all other forms of grants and scholarships are applied. Regardless of the amount of financial aid a student receives (through Pell or PHEAA), the Keystone scholarship will cover any remaining costs to attend the university, as outlined above. The package is the same for all students; however, the scholarship award varies based on a student’s financial aid.

In awarding the academic scholarships, Cheyney University will give priority to qualified graduates of Community College of Philadelphia until July 1 for fall semester students and December 1 for spring semester students. Qualified Community College of Philadelphia graduates who apply and finalize all admissions and financial aid processes after this date will be awarded a scholarship as funding permits.

Keystone Scholarship graduates, can apply for The Horace Mann Bond – Leslie Pinckney Hill Scholarship which provides full tuition scholarship, books and fee-waivers for eligible Cheyney University graduates to continue their studies in professional and graduate programs at Pennsylvania State System and state-related universities. 

Financial Aid

  • All students will be provided with Cheyney University financial aid information and receive full consideration for financial aid upon matriculation at Cheyney University. 
  • Financial Aid will be awarded to transfer students on the same basis as all Cheyney University students. They will have equal access to all state and federal financial aid programs.
  • Students are strongly encouraged to complete the Free Application for Federal Student Aid (FASFA) before May 1st each year to determine if they are eligible for a state grant.

Students who do not qualify for dual admission and/or are interested in transfer for programs other than those listed should contact a Cheyney University undergraduate admissions representative and/or meet with a Community College of Philadelphia academic advisor or counselor to discuss an appropriate plan of transfer.

Note - Students interested in Cheyney University's Teacher Education Programs must earn at least a 3.0 cumulative GPA.
