Institutional Effectiveness Committee
Institutional Effectiveness at Community College of Philadelphia forms the framework through which the College evaluates the extent to which progress is sustained in achievement of the College’s mission through integrated processes that connect assessment, planning, and resource allocation.
The Institutional Effectiveness Committee (IEC) was established following the 2015 College reaccreditation with the Middle States Commission on Higher Education (MSCHE) to address areas identified for improvement. Since that time, many of the charges of the IEC have become redundant because other offices and groups at the College are doing that work or the charge called for establishing a discrete process or group that has since been completed. Examples include drafting policy and protocols for institutional data governance (Institutional Research), creating and supporting an Institutional Review Board (completed), and providing an ongoing evaluation of institutional effectiveness (Office of Institutional Effectiveness). The IEC charge below reflects a focus on areas that need further discussion and review, particularly the state of assessment from a college-wide perspective, alignment of MSCHE requirements with planning and assessment goals, fine tuning the AES assessment process, and assessing the planning and assessment processes.
The charge to the IEC is:
- Ensure consistent and transparent reporting among College stakeholders.
- Ensure alignment of feedback from regional accreditor (MSCHE) with college-wide assessment and planning goals.
- Ensure assessment of assessment and planning processes.
- Maintain a subcommittee that reviews assessment reporting from all areas of the College (academic, AES, institutional) and provides a periodic "state of assessment at the College" summary report to the President's Cabinet, including planning and resource allocation tied to assessment findings.
- Maintain a subcommittee that reviews progress in strategic planning KPIs; alignment with MSCHE annual reporting.
- Maintain a subcommittee that reviews and creates summary reports for AES assessment, with specific attention to planning and resource allocation, and provides feedback on the administrative and educational support service (AES) assessment process.
