PASSHE Universities
The Pennsylvania State System of Higher Education (commonly referred to as "PASSHE"), is the largest provider of higher education in the Commonwealth of Pennsylvania and the universities offer innovative programs focused on preparing students for a wide range of careers. These State System universities have among the lowest tuition of all four-year colleges and universities in Pennsylvania and almost 80 percent of State System students receive some form of financial aid.
Statewide Transfer Admissions Guarantee
Students who earn a Community College of Philadelphia Associate in Arts (A.A.) or Associate in Science (A.S.) degree are guaranteed admission to any PASSHE university, although not necessarily to specific majors. It is important that the Community College of Philadelphia degree parallel bachelor degree requirements as closely as possible. Several associate degrees are approved as statewide program-to-program agreements. The statewide agreements guarantee advanced standing to admitted students at PASSHE universities which offer the parallel major. A university can stipulate that the associate degree contain at least 30 credits of liberal arts courses.
To benefit from this program-to-program agreement, students must earn an appropriate associate degree before transfer. Community College of Philadelphia also has additional program-to-program agreements with some PASSHE institutions.
Core-to-Core
The Pennsylvania State System of Higher Education (PASSHE) institutions recognize that students who transfer from Community College of Philadelphia with an Associate of Science or an Associate of Arts degree:
Shall have satisfied the general education requirements at the receiving PASSHE university. Exceptions may be made for the following, provided that these exceptions do not extend the student’s time to the degree: (a) One signature general education course (up to 3 credits), if applicable; (b) Any prescribed general education course required for the major, if not satisfactorily completed; (c) General education overlays satisfied in advanced courses in the major. Students are encouraged to ask a PASSHE University admissions representative about this policy and about a possible signature course required upon transfer to the intended PASSHE University.
